Why Your Local Services Budget Won't Spend
Short answerThe budget is a cap, not a dial.
Local Services Ads bill per lead, and Google only sends as many leads as it has for your trade and area, ranked between the companies in the block. So the budget is a cap, not a dial: raising it does not create leads. An unspent budget usually means the block has no more to sell you, not that something is broken.

Is an unspent Local Services budget normal?
Yes. On the roofing accounts I run, it goes mostly unspent every single month, and not because anything is throttled:

The money is there. The leads are not. Both numbers were measured before Local Services moved into Google Ads, so check your own account's spend against its budget rather than assuming the same today.
What decides how many Local Services leads I get?
Google ranks the companies in the block and hands out the leads it has. The inputs, as Google describes them and as I see them in accounts:
- Distance from the person searching. You cannot change this.
- Reviews: how many, the rating, and how recent they are.
- Responsiveness: how quickly you answer calls and messages. Missed calls count against you.
- Business hours: if you show as closed, you don't show.
- Job types and service area you have switched on.
- Complaints and your verification status: background check, licence and insurance.
- Your bid, which matters less than most people expect.
What can I change?
- Answer every lead fast, or forward calls to someone who will. It is the input you control most directly.
- Turn on every job type you actually do, and only those. Leads for work you don't do are no longer credited back (see below).
- Check your hours. Extend them if someone can genuinely answer.
- Ask every customer for a review, the same way, every time. Recency matters, not just the total.
- Set the service area to where you want work, not as wide as it will go.
Raising the budget is not on that list.
If the budget is already going unspent, more of it changes nothing.

What changed in 2026?
- Local Services is moving into Google Ads. Google's first US phase began in August 2026 with home service trades including roofing, plumbing and HVAC. Manual maximum-per-lead bidding goes away and the standalone dashboard disappears once an account has moved. Whether yours has moved is something to check in your account.
- Lead credits are automatic. Google's models review charged leads and credit some on their own. Google says it no longer credits leads for a job type you don't serve or an area you don't cover, so your job-type and service-area settings are now the filter.
So how do I get more leads than Local Services sends?
Local Services will be your cheapest leads and you will run out of them. When your Local Services lead count flattens while your reviews keep climbing, the block is full, and the only way to buy more work next month is Google Search, which is the channel where more budget does buy more clicks. That is why I run both on every Google Ads account. Google Ads or Local Services covers it in full.
